[arin-ppml] LAST CALL for Recommended Draft Policy ARIN-2016-3: Alternative Simplified Criteria for Justifying Small IPv4 Transfers

+1  allocated or assigned was indeed the intent.
I believe this is an editorial change.

I would make a call for anyone who either:
1. believes this is not an editorial change
2. would change their decision to no longer support.
