[arin-ppml] Interesting policy proposal in AFRINIC

Hi all,

There has already been a lot of discussion about this proposal on the 
AFRINIC Resource Policy Discussion (rpd) mailing list:

Interestingly, the policy proposal was co-authored by a current AFRINIC 
Board member.
