[arin-ppml] What happen to the IPs after they are unallocated from a company?

Hello guys,

newly I have read a thread in wht which explain how a company names
Fevvo Inc abused a lot of IPs and ARIN has revoked their IPs. all of
their Ips are now unallocated http://bgp.he.net/AS63294#_prefixes, so
just a question, will ARIN now allocate these IPs to other companies
on the waiting list? or how does it work?
