[arin-ppml] ARIN-2015-3: Remove 30-Day Utilization Requirement in End-User IPv4 Policy

We are very interested in this discussion as we are a Tier 2 ISP that will be struggling to continue to keep a steady supply of IPV4 space to service our customers and growth.  For us it seems defining and then publicizing what parameters ARIN will be using to determine what is required to get a 2 years plan of usage and how we document that back to ARIN.  Whither this is a very open ended vague requirement or a very detailed and thought out requirement if you all don't give us some solid information and guidelines then our job of growing our ip space is left with a hole that maybe be wide open one day and multi-sided and tight the next week where only a specific plug will fit it.  

I am leaning toward something like number 2 where there is some latitude for different needs but there is some specifics things that must be documented and in place for you to move forward on getting an allocation approved...

Should we move forward more or less as-is, with a minor editorial change, substituting "criterion" for "criteria"?
