“Use” of number resources is entirely up to the recipient; i.e. ARIN cannot/does not control
how parties route number resources issued to them.

However, how you route your number resources can indeed impact the processing of 
_future_ requests.  In general, ARIN does not consider out-of-region use of number 
resources as part of overall utilization, except where there's a covering route from 
equipment in the region.
