Do you think network operators should be allowed to take ARIN-issued resources and use them anywhere in the world, regardless of topology? In answering this, please understand that ARIN's current procedure is "NO".

“Use” of number resources is entirely up to the recipient; i.e. ARIN cannot/does not control
how parties route number resources issued to them.
However, how you route your number resources can indeed impact the processing of
_future_ requests. In general, ARIN does not consider out-of-region use of number
resources as part of overall utilization, except where there's a covering route from
equipment in the region.
