[arin-ppml] Recommended Draft Policy ARIN-2015-4: Modify 8.2 section to better reflect how ARIN handles reorganizations

As David previously said (and I concur with his assessment).

1. inserted the word "re-organizations" to the section title
   It already existed in the body of the text:
   "ARIN will consider requests for the transfer of number resources in the
case of mergers, acquisitions, and reorganizations under the following
conditions:"

2. re order the bullets (they are not actually numbered)



original 1, 2, 3, 4, 5  are now  2, 3, 4, 5, 1.

3. Bullet 1 is now clearly scope to mergers and acquisitions (not corporate
re-organizations) by prefacing the current text with "For mergers and
acquisition transfers,"  and "new entity" is changed to "recipient entity".

new bullet 1:

-For mergers and acquisition transfers, the recipient entity must provide
evidence that they have acquired assets that use the resources to be
transferred from the current registrant. ARIN will maintain an up-to-date
list of acceptable types of documentation.

old bullet 1:

"> The new entity must provide evidence that they have acquired assets that
use the resources to be transferred from the current registrant. ARIN will
maintain an up-to-date list of acceptable types of documentation."

2, 3, 4, & 5 clearly apply to M&A and re-orgs, bullet 1, now moved to the
end, only applies to M&A.

4. The shape of the bullet was changed from greater than (>) to a dash (-).

The claim that this is editorial is in light of the fact that ARIN
currently does not ask for a organization to prove it has acquired assets
in order to transfer IPs for one business unit to another.
