Or something to that effect.  But the point of law enforcement is to enforce laws, not to stand by passively and record infractions.  Just as the point of a regulatory agency is to act in the public good, not just stand by and document infractions.  And the point of the RIRs is to maintain a balance between aggregation and availability while maintaining uniqueness, not to just document violations. That’s like the ISO 9000 alternative to governance.  Screw up as much as you like, but document in triplicate.  Not actually useful.
