[arin-ppml] Draft Policy ARIN-2015-5: Out of region use

Opposed.  

We all have already been here and done that. 

The community told the AC and ARIN  to abandon. Not to do over. We already have all of our objections on record including THST we already use resources globally (cdn, content).  

Where are we disconnected? Can you elaborate? Will help us to comprehend.
