Trying to better understand the details.....

So no time frame at all for usage in their organization?
Any time frame is OK?  Any organization is OK?

Where did the 5000 come from?  WAG?  If I calculated
this correctly, that would mean somewhere between a
/12 and a /8 could fall under attestation only.
