Actually, it does not apply to the recipients of out-of-region transfers. NRPM 8.4 states that "The conditions on a recipient outside of the ARIN region will be defined by the policies of the receiving RIR." 

This proposed language would only apply to 8.3 and 8.4 transfer recipients in the ARIN region.
