[arin-ppml] Automatic IPv6 Eligibility

Comcast gives their customers a /60 -- 16 -- which should be enough for almost all home users

Personally, I use four at home:
Wireless has two (guest SSID + my SSID)
Wired has two (guest room wired ports + home wired network)
