ARIN has asked questions about the ISP->customer relationship regularly as part of the additional allocation process - it's a mandatory step for all additional resource requests. That is supposed to verify the relationship of the ISP and the customer, and show justification for the size of the assignment made to the customer. But to my knowledge it's never drilled down to the POC level.
In my proposal, I'm only trying to rectify an operational problem ARIN is having with the very broad scope of the POC Validation item in NRPM. It may be that the POC Validation text and purpose needs to be clarified in NRPM, so that ARIN is taking other steps the community wants. But under existing policy and practice, I believe POC validation for POCs only in Whois as a result of SWIPs is unnecessary and unproductive.
