I'm not sure there is any advantage in processing time for to IPv4 transfers today... 
as David noted, current IPv4 transfer processing times has been impacted due to the
team review taking place on IPv4 assignment/allocation requests.  The delay is not 
a conscious outcome, but simply the consequence of having all team members periodically 
gather and collectively work the IPv4 allocation/assignment queue.
