I completely oppose this policy.

If an org of any size it too lazy or ineffective to bother with planning 
to justify a /24 then they can get a /29 or whatever from an ISP that 
doesn't need justification. They don't need IP space from ARIN.

Justifying a /24 is a very low bar. Either do it or go home.
