Yes.  As noted in the CRISP team proposal, the NRO has a global mailing 
list for discussion of the IANA Stewardship Transition planning topic -

There are several additional discussions of these issues occurring in the 
IETF and Domain Name communities - I'd recommend reviewing the ICG Community
