The other important thing is that there is a WHOIS listing,  for space
temporarily held up for testing,  before being released for allocations,

'owns' the "registration",  and appropriate contacts should be listed,
based on who is conducting the testing on behalf of the RIR.

I believe this is outside the scope of the NRPM....  as we are talking
about internal procedures to prepare resources for use:   not resource
management policy,

And a brief testing period with a definitive brief period before the
expiration date / test end date  used for ARN's internal purposes does not
constitute an allocation of the IP address resources  to a resource holder.

For one thing... criteria such as  "justified need",   "slow start"  or
 normal sizing rules do not apply to such a temporary set-aside......  it
is not a matter of  "X IP addresses needed for research use" ----  the
entire block likely needs to be sampled in a representative manner,   in
advance.
