[arin-ppml] Draft Policy ARIN-2014-7: Section 4.4 MicroAllocation Conservation Update - Revised

The primary thought that comes to my mind:

1.	By the time it got through the policy process, it would probably be overtaken by events.

2.	Deck chairs.
