[arin-ppml] Recommended Draft Policy ARIN-2013-8: Subsequent Allocations for New Multiple Discrete Networks - Revised

I support this new version of the policy.  I believe the new text
successfully deals with the issues raised and discussed at the Atlanta
nanog PPC.
