  The policy in question would be applied both with respect to allocations from the 
  regional free pool as well as during specified transfers for those seeking to use the 
  MDN policy for their basis of need.  

  It would be helpful to the discussion if you could elaborate on your views on how the 
  addition of the proposed policy language would result in unfair and/or technically
  unsound administration of number resources.
