I would not support the change suggested by Andrew,
and would consider it somewhat of a poison pill, as it
attempts to codify elimination of needs testing for
which there is not (to this point) a clear community
consensus (although there continues to be a lively
discussion).  Let this proposal stand on its own
merits.
