The existence of Legacy holders makes that a murky legal question and thus is probably not feasible.  However, I would support attempting something like that if it was voluntary. We might be surprised by the amount of cooperation if it was voluntary and some sort of amnesty was offered.

Playing devils advocate then, I take it you are in favor of moving to rescind (and then re-issue) any IP Numbers for which the whois validation has not been confirmed (by the yearly POC validation emails)?  And perhaps with an officer attestation saying that the numbers of fully utilized per RSA?

Historically, the ARIN community has never been willing to take that step (and, I would likely not support it), but perhaps the tides have changed, and community now believes that whois accuracy is the most important thing.

I will look forward to your policy proposal to put teeth into whois validation.
