[arin-ppml] About needs basis in 8.3 transfers

Even one transfer that doesn't update the database is one too many and I'm sure just by reading Mike Burns post today it is more than a few.  Mike used the phrase "driven underground" in his post today and that is what is happening.  

I read your resume a while back and it is impressive. You spend a lot more of your time dealing with these issues than I do.  So I ask again - why are so many transfers (in this region) of resources happening outside of ARIN's “Transfers to Specified Recipients” policy?

My reaction as well.

While we are at it, if we want to get a sense of how much of the total "Registry inaccuracy" is due to undocumented (grey or black market) transfers, those numbers would be extraordinarily useful in seeing the problem statement clearly.

No clue how to gauge these numbers however!
