My reaction as well.

While we are at it, if we want to get a sense of how much of the total
"Registry inaccuracy" is due to undocumented (grey or black market)
transfers, those numbers would be extraordinarily useful in seeing the
problem statement clearly.

No clue how to gauge these numbers however!
