We do see what appears to be that now (or at least engineering of whois 
records to make it seem like they are different companies) in existing 
records.

Ability to 'discern' is already a problem, and what to do about it 
(enforcement) is also something to discuss..

If the problem exists now, it does have an argument for discussing what 
to do about that problem in the future, and ARIN's role.
