  Is the cause of your concern: 

  1) ARIN's implementation of current NRPM 8.2 (M&A Transfer) policy, 
     which has ARIN work with organizations whose resources are no 
     longer justified under ARIN policy)?   

     If so, I would welcome any suggestions for improvement in the 
     implementation of this policy language.
  
  2) The NRPM 8.2 policy itself?
 
     If this is the case, then proposing a policy change which meets
     your expectations would probably be the best course forward.

  3) Parties expectation that their number resources would be 
     transferred contrary to the community-developed policy?

     We do explain that number resources can only be transferred in
     accordance with the community-developed policy, and actually 
     have perform hundreds of transfers each year as a result of 
     bona fide merger and acquisition activity (i.e. the vast majority
     of the requests complete, as one can tell from the statistics -

     Do you suggest we do more outreach so that those few who attempt 
     to do "M&A transfers" to circumvent NRPM 8.3/8.4 know in advance 
     that they will not be approved?
