I support further discussion of the RPKI issue. 
I don't think it will be difficult to overcome the issues raised by Mr. Huston, but since demand for Inter-RIR ASN transfers is low, there is little harm in waiting to get it right.
I know there were some procedural wrinkles involved in early Inter-RIR address transfers and we may be able to anticipate and work around these kinds of things through further discussion.

    and the subsequent staff assessment highlighted the fact that ARIN would need to do additional RPKI development to make Inter-RIR ASN transfers work with RPKI. Therefore, most of the AC felt (and convinced me) that we shouldn't recommend ARIN-2014-15 for adoption after Baltimore, but rather should leave it as a Draft Policy and discuss the RPKI issues there.
