[arin-ppml] Draft Policy ARIN-2014-17: Change Utilization Requirements from last-allocation to total-aggregate - revised

Jeff,

I respectfully disagree with your assessment of this draft policy.  The
draft policy as written applies to all organizations which receive space
from ARIN and would change how utilization is calculated for
organizations which receive space as end-users or ISPs regardless of size.
