It is this area I would like to see some new changes, it is impossible 
to accomplish this, if there is no mandate on enforcing the requirements 
after allocation..

As pointed out recently, if an organization 'chooses' not to perform 
rwhois on their IP(s) or if they simply let the rwhois service die and 
wither, ARIN has no enforcement ability to make the organization keep 
their rwhois servers functioning and up to date.

A report to ARIN about the issue, doesn't even mean it will be escalated 
to the organization, unless the organization applies for more space.

And some of the large allocations in the last six months have gone to 
organizations without currently working rwhois servers on their existing 
space.

This is especially prevalent amongst the hosting companies of course, as 
they do most of the sale/delegation/rental of sub-space to companies.

Until ARIN, (or some other party) can be empowered with the 'if you 
don't do this.. we hit you with a stick..', abuse will continue to 
occur.. and the idea of 'maintaining an accurate registry' will only be 
accurate at the top level.

Now, we have some very great net citizens, who diligently keep good 
records, but as long as nothing happens to those who do not, you can 
expect that even those good records will crumble, as not worth the effort.

I know the whois topic is a hot button, but ideas on how to mandate 
enforcement to ARIN is something I would like to hear about.  What would 
enforcement look like? Loose 10% of your IP Space each year if you don't 
keep good rwhois records? I don't know, need to think of something 
imaginative in order for ARIN to serve the mandate..

(Now that Derek's email started the ball rolling on that well over due 
change, let's keep it going?)

With the diminishing pool, we need more real information about existing 
operators needs, before allowing new allocations.. (especially to a few 
very large operators, with the worst history of performing rwhois, who 
still get new allocations given them) which can only come from accurate 
and functioning rwhois server records.


I recognize, any empowerment of ARIN for enforcement is a divisive 
topic, and has been for some time, but it doesn't mean we shouldn't look 
for a solution.
