[arin-ppml] Policy Proposal: Reduce all Minimum Allocation/Assignment units to /24

I like this Policy amendment.
I was quite upset to read Derek Calanchini's e-mail.
I'm also a small ISP.
I'm also distraught to hear people say that something like 87% of of all
space sits with 11 companies...

Perhaps some policy should say you can only ask for (more) space if you
have less than so much...a value which should be reduced according to
what is left, to bias favourably those with less space? Also somehow
throw in "One must already have or also apply for IPv6 at the same
time"?

I'm not trying to extend the lifespan of IPv4, rather pick up and help
along other folk like Derek.
