resources is getting smaller, not larger, and is not a good measure of
whether you are a network operator. Or not.

I think that really depends on who you are and who your user base is as to
how your network resource equipment counts grow. Demands for network
services are continually growing and expanding in our university
environment and therefore the amount of equipment needed to continue to
provide the requested services continues to grow. I'm not saying that it is
a valid indicator or definer of what is a network operator... but I am not
seeing the amount of equipment needed to run a network getting smaller. fwiw
