All this talk about "new entrants" with no data basis for what's being discussed.

ARIN this question is for you.  In 2013 YTD:

- how many assignments of IPv4 were issued to end-users.
Then:
- how many assignments of IPv4 were issued to end-users who didn't previously have direct space from ARIN? (1)

Repeat for ISPs:
- how many allocations of IPv4 were issued to ISPs.
Then:
- how many allocations of IPv4 were issued to ISPs who didn't previously have direct space from ARIN (1)

(1) Ignore the possibility of multiple accounts for the same company; they're statistical outliers and make data collection much more difficult
