It certainly can be considered as valid input, not withstanding any 
prior relationship, when it is the policy of that government (USG 
in this case) to participate in ARIN's policy development process -

   "The USG participates in the development of and is supportive 
    of the policies, processes, and procedures agreed upon by the 
    Internet technical community through ARIN."
