Bill suggested a waiting period with a between allocations and I suggested it be 6 months with a hardship option.  See post from earlier this morning.

Huh?  How are they excluded?

I strongly disagree this should apply to the free pool.  If it were, there would be nothing stopping me from getting IPv4 space, selling it on the transfer market, then coming back for more, time and time again, until the free pool is exhausted.
