Yes, I support the principle.

The policy mechanisms that support this principle should be different
for ASNs, IPv4 addresses, IPv6 addresses, IPvX addresses, etc..

Number 3 is less a "principle" that needs to be balanced and more an
underlying assumption upon which the entire addressing system rests.
