I say No;  opposed to efficient utilization based on need as a  principal.

I don't say no to Conservation/Sustainability, but you lumped them in
there, thus creating a biased question;   efficient need is not
required for sustainability.

No, I do not support hierarchical aggregation as an RIR principal.
I do support routability of assignments and allocations as a RIR principal.

Again,  two unrelated topics have been confounded, in the question.
I do favor hierarchical aggregation for IPv6 resources, but not for
IPv4 resources, AS numbers, or other resources where it doesn't make
sense --   hierarchical aggregation does not belong in the list of
principals.

Yes.   This is the fundamental purpose of ARIN and the RIRs;  this is
invariant, and, therefore, it should be a principal.

Principals should not require balancing.

Stewardship needs to be defined more clearly, and more specifically,
to ensure it is understood what stewardship means,  and that its scope
and possible interpretation is appropriately restricted.
