Stricter review, but the same policy requirements as before.

It is not about any policy changes, simply additional effort
on behalf of the staff to insure consistency in the final IPv4
resource issuances.   

This is actually quite similar to what was done in both APNIC and
RIPE at they approached runout of their regional free pools.

No higher standard of need or proof, simply more staff 
eyes performing the review against the present policy
criteria.
