The community decided how to determine what you *need* -- and told the RIR
to enforce it.  The RIR just measures and arbitrates requests.  It's up to
the community to change the underlying definition of *need* as it sees fit
- not the RIR.

Can you explain what you meant here?  Do you really mean ARIN here or the
community or?  Because "ARIN" just enforces whatever the community gives
them.
