It was changed to make it clear that ARIN does not develop the policies,
but instead "coordinates the development of policies by the community"
(This is accomplished by mechanisms such as the ARIN Policy Development
Process, maintenance of this Public Policy Mailing List, support of the
the ARIN Advisory Council, etc.)
