[arin-ppml] IANA advice re: Post Exhaustion IPv4 Allocation

It says that allocations "may" be made straight away (but not "should" or
"must").

I would agree there is no real benefit to waiting, and it would bring more
clarity and predictability to make the allocations immediately.
