The policy can always be changed if circumstances change by anyone in the
community submitting a proposal to make a change. I don't think we have to
put text in this policy that says if or when it should change the policy in
the future. This far in my life I have been unsuccessful at predicting the
future. Maybe folks on this list have better luck :-)
