Correct.

Prior to this revision in fees, the smallest amount that any ISP would have been 
paying was $1250/year, and that's been considered more than sufficient to include 
the approximately $250 per member for ARIN's non-registry organizational costs.  

With the lowest ISP annual fee (for xx-small) now being $500, this topic does seem 
worth reviewing to make sure it is still fair compared to the fee for end-users to be 
members.
