Ok. I am sympathetic to the particular definitions issue here, and
also curious as to where we'd draw the line on this for distinguishing
"mobile" from "wireless 'home service'".
I support doing something, but I think that the latter question needs
a good answer in the process.
I think that the particular example here of small villages presumably
without wired phone lines to houses is an obvious case to cover in the
fix.
The wider "mobile vs wireless 'home'" question, however, is tricky.
