I'm a bit late on this, but I oppose. I would not support any proposal
that removes the renumbering requirement. If the org is growing enough
that they need more than a /24 within a timeframe that it would be
"painful" to renumber then they can do the legwork to justify an initial
/22 as was the case prior to opening the door to /24's. Or simply accept
that the org will either renumber from the /24 like they would renumber
from PA anyway and plan ahead.
In my opinion, the intent was to open end user PI space to small
multihomers. Growing beyond a /24 means you're no longer a "small
multihomer" to me.
