Hm...  every 10-digit phone numther in the NANP  can be represented using
34 bits.

Perhaps an IPv6 /14  should be allocated,   from which ANY
organization may populate
34 bits with a permanent  10-digit   contact telephone number,  and
derive a /48
that they may use globally,  without needing to submit an application.
