No doubt there are many AS assets being used for different purposes, but to think there are not unused AS assets out there is silly. The process for getting an AS is not prohibitive today and was certainly not in the past, which has invariably led to a tiny bit of hoarding. 

But let's be clear here...I think we are talking about a companies or institutions ability to transfer an asset they are not using. Not the semantics of it being wasted or not, which is up to all of our lofty interpretations.
