[arin-ppml] Draft Policy 2012-3: ASN Transfers

As soon as ASN transfers became possible based on this policy, it would eliminate
that perception and thus remove the marketing value.

I see no reason to pass policy based on the idea that someone's marketing department
thinks it might look cool. That does not seem technically sound or particularly useful
from an internet resource stewardship perspective.
