This is not an effective rationale. Rather than stating that "There
are legitimate use cases for transfering ASNs" (which is unhelpful at
best), it would be much more useful to have these supposed use-cases
identified.

Can anyone identify any use-cases where transferring ASNs is actually
*necessary* for the operation of the Internet in the ARIN region? I
have read (all of) the previous discussion threads on this topic and
have yet to see a single compelling use-case. I think it would be very
helpful to the discussion for folks to understand why this request is
being made.
