[arin-ppml] ARIN-prop-176 Increase Needs-Based Justification to 60 months on 8.3 Specified Transfers

Opposed as written.

Seriously? 24 months was a bad enough idea. @ 60 months, justifications are more fiction than
fact. Can any of us say (with a straight face) that our network today looks like we expected it to
5 years ago?

Didn't think so.

Suggested amendment: Replace 60 with 12. Then I would support the policy.
