Bill - 
 
  Are you saying that you believe ARIN lacks authority to make
  any policy which affects legacy registrants, unless compliance
  is completely voluntary?

  You realize that the USG decided that it would best that the
  community be able to develop policies for the allocation and
  management of the address space in the region and that led to
  the formation of ARIN specifically for that purpose? Including
  the transfer of the existing registry database and staff to the 
  new organization?
