On this, we agree. However, you did state that it was based on the contract status. Since ARIN doesn't have any management authority over resources not in the ARIN database, I felt a definition for ARIN policy purposes should prudently include that limitation, lest it create an overreaching policy that seeks to interfere with the conduct of other RIRs in their regions.
